11 Such a synagogue is rendered historically plausible by Philo, Embassy to Gaius 155-56, who refers to the Jewish quarter of Rome. He describes the Jews there as mostly Roman citizens who had formerly been captured by the Romans and brought as slaves to the city, where, for the most part, they had been manumitted. Philo notes that these Jews maintained their historic faith.
